Background and Funding Intent
Since 2008, the Foundation has approved $954,000 in support of capital projects for non-profit organizations that provide critical health and social services to vulnerable Franklin County residents, including at-risk children and youth, low-income older adults, individuals with disabilities, and at-risk families and individuals. Reports indicate an increasing demand for the delivery of high quality and effective health and social services from non-profit organizations to more vulnerable Franklin County residents.
To address this increasing demand, the Foundation will allocate resources to support capital projects that will improve client services by addressing essential health and social service needs including, but not limited to, transportation programs, client skill development and job training, hunger and food insecurity, childcare, and crisis support. In this final year of the Initiative, the Foundation will support selected organizations that deliver high quality client service and demonstrate effectiveness in helping clients achieve measurable positive outcomes. Examples of capital improvements include, but are not limited to: new construction, improvements and/or renovations to an existing facility, acquisition or enhancement of technology, furnishings, equipment and/or vehicles.
Eligible Applicants
Non-profit community health and community service organizations located in and/or primarily serving vulnerable Franklin County residents are eligible to apply. Organizations funded through the Foundation’s 2009 Capital Improvement Initiative will not be considered for funding through the 2010 Capital Improvement Initiative.
Available Funding
Through this Request for Proposal, the Foundation will make available up to $500,000 to improve and enhance services provided by non-profits to Franklin County’s vulnerable populations. Each applicant is eligible to apply for up to $100,000.
Letter of Intent Submission Requirements
To be considered for funding, a non-profit organization must submit a Letter of Intent by July 21, 2010, using the Foundation’s on-line grantmaking system. Click here to access the Letter of Intent application. Please review the On-line Access Instructions and Frequently Asked Questions for guidance on utilizing the system. You will need to create an account with an email address and password to access the on-line application. Only one account should be created per organization. If you have submitted an application with the Foundation previously, please use the same email address and password to access your organization's account.
Only one Letter of Intent per organization will be accepted. Non-profit organizations invited by the Foundation to submit Full Proposal applications will receive notice no later than August 18, 2010.
In-Process Application
You may save an in-process Letter of Intent application and revisit it at a later time. Follow the link for an in-process application in the right-hand margin to do so. Do not begin a new Letter of Intent application, as all of your previous work will be lost.
Full Proposal Submission Requirements
Full Proposal applications must be submitted to the Foundation no later than October 6, 2010. The on-line Full Proposal application will be accessible only to those invited to submit.
Technical Assistance Workshops for Full Proposal Development
The Foundation will host a mandatory technical assistance workshop for Full Proposal Development on September 1, 2010. Additional one-on-one technical assistance will be provided by Laura Milazzo, milazzol@ohio.edu, from the Voinovich School of Leadership and Public Affairs at Ohio University.

Review Process
Each proposal will be considered in light of project scope and feasibility, measurable impact on the population(s) served, and organizational support and sustainability. During the review process, organizations may receive site visits from Foundation staff to obtain additional information and/or clarification. In addition to staff review, the Foundation may utilize an external review committee to assist in the evaluation of proposals.
Requirements
The following requirements must be satisfied for an organization’s request to be considered through the 2010 Capital Improvement Initiative.
1. Demonstrated IRS tax exempt status, have filed a Form 990 with the IRS for the past 3 consecutive years; and can demonstrate that they are not a supporting organization as defined by the Pension Protection Act of 2006;
2. Located in and/or primarily serving vulnerable Franklin County residents;
3. Total annual organizational budget over $1 million.
Funding Exclusions
Through the 2010 Capital Improvement Initiative, the Foundation will not consider the following:
1. More than one application per organization.
2. Unsustainable operational expenses related to the capital improvement.
3. Endowments or general operating support.
4. Projects or programs that support or promote a specific view on religious issues; support or promote specific points of view on right-to-life and pro-choice issues; are designated to supplement or replace operating deficits; are normally the responsibility of public or governmental organizations; support political candidates; provide for the acquisition of equipment or funding of services from which individuals or organizations will unreasonably benefit through fees-for-service or tuition payments; or require perpetual funding.
